Cooperative projects

What is funded?

Eligible projects are those that reinforce business competitiveness and generate economic impact and opportunities in nuclear transition zones, aligned with the cluster's strategic challenges. They may relate to strategic change through technological or business model innovation, international connection and cooperation, talent development, and economic, social and environmental sustainability through shared value.

Who can apply and requirements?

Companies and support agents located or in the process of locating in one of the beneficiary municipalities of the Nuclear Transition Fund may be beneficiaries.

• Companies: any entity legally constituted at the time of application that carries out an economic activity. Sole traders cannot be beneficiaries.
• Support agents: non-profit entities whose activity affects the competitive environment of the companies involved (knowledge entities such as universities and vocational training centres; technology entities such as public research bodies, TECNIO centres, technology centres and private non-profit entities with R&D service capacity).
• Projects must be collaborative: minimum 3 and maximum 8 participants (including the applicant). Eligible cost per participant must be at least €10,000. Total eligible expenditure may not exceed €200,000 per project.
• Each project must have a coordinator: an ACCIÓ-accredited cluster (Cluster accreditation framework 2024-2026). The coordinator is responsible for project management and representation before ACCIÓ, but may not be a beneficiary of the grant.
• Projects must be governed by a cooperation agreement between all participants and the coordinator, signed with a digital certificate by all parties in a single document and submitted at the time of application.

Application period

From 09:00 on the day after the Resolution is published in the DOGC until 14:00 on the date established in the 2026 call.

Eligible actions and expenditure

Competitive reinforcement projects are those that include actions by the cluster, companies or support agents to improve strategic positioning, maximise results and outperform competition. They may relate to strategic change (technological innovation or business models), international connection and cooperation, talent detection and development, and economic, social and environmental sustainability (shared value).

Eligible expenditure:

• Third-party services and external expenditure. Contracting between participants is not eligible.
• Staff expenditure.
• Coordination expenditure invoiced by the coordinator.
• For the applicant only: cost of the justification report by a statutory auditor. One report per participant, same auditor. Maximum eligible cost accepted: 2,000€ for all reports.

Non-eligible expenditure (summary):

Amounts under 100€; travel, accommodation and transport; bank interest; sanctions and recoverable or personal taxes; financial transactions; invoices outside the execution period (except audit); grant file preparation; non-eligible salary supplements.

Aid intensity and amount

Eligible expenditure requested may not exceed 200,000€ per project. Per participant, accepted eligible cost must be at least 10,000€.

Applicable regulation: De minimis.

Execution period

Projects may be carried out between 1 January 2026 and 30 June 2027.

No extensions to this period will be granted.

Assessment criteria

Procedures

• Sol·licitud: Grant application: according to the standard form on Canal Empresa (canalempresa.gencat.cat).
• Resolució: Decision: notification by publication on the e-Bulletin Board (tauler.gencat.cat). The application implies a request for an 80% advance on the amount granted, without providing guarantees. Payment is made directly to each participant.
• 80% advance on the amount granted from the date of award.
• Justificació: Justification: at most within two months after project completion, according to the model on Canal Empresa. Modality: justification account with auditor's report.
• All procedures require electronic signature and electronic processing.

Required documentation

Grant application:

Project technical report; Complete and detailed budget; De minimis declaration (models on ACCIÓ website).

Cooperation agreement between participants and coordinator (identification of participants, appointment of coordinator cluster as interlocutor with ACCIÓ, commitment to comply with obligations). The agreement must be submitted signed with digital certificate by all parties in a single document.
