What is funded?
To promote value-added entrepreneurship as a key factor to drive a shift towards an innovative, sustainable and competitive business fabric that generates quality employment and favours economic development in the territory. Eligible activities relate to the development of the high value-added emerging company's business plan in its initial phases.
High value-added emerging companies are those meeting at least one of these characteristics: innovation incorporation, scalability or contribution to digital transformation/ecological transition.
Who can apply and requirements?
Small enterprises located or in the process of locating in one of the beneficiary municipalities of the Nuclear Transition Fund (Annex 11 of the rules) that meet all of the following requirements may be beneficiaries:
- Incorporated at least 1 day before the publication of the call in the DOGC and at most 36 months before the application submission date (counted from registration in the Commercial Register or equivalent).
- Legal personality independent of that of the founding partners.
- The founding team must be entrepreneurs and hold a majority of the company's capital (51%).
- Total funding received up to the application date (public grants, unguaranteed loans from the entrepreneurial team and external capital contributions) must be at most 150,000€.
- Not listed on a regulated securities market.
- No dividends distributed since incorporation.
- Not the result of an undertaking concentration operation.
- Registered with the Tax Agency as active for economic activity at the application date.
Startups constituted as a spin-off from a university, research centre or company are also accepted, provided they meet all requirements in section 1.1 (in particular: independent legal personality, entrepreneurial founding team with 51% of capital, and maximum external funding of €150,000).
Company means an entity carrying on an economic activity constituted under one of the legal forms: limited liability company, public limited company, labour company, labour PLC, cooperative society, agrarian transformation society.
Application period
From 09:00 on the day after the Resolution is published in the DOGC until 14:00 on the date established in the 2026 call.
Eligible actions and expenditure
Actions related to the development of the high value-added emerging company's business plan in its initial phases, carried out in a nuclear transition zone municipality (Annex 11), are eligible.
High value-added emerging companies are those meeting at least one of these characteristics:
- Innovation: develops new products, services or innovative business models.
- Scalability: potential to grow significantly beyond the local market (digitalisation, internationalisation or business models).
- Digital transformation or ecological transition: direct contribution to digital transformation or to the transition towards a more sustainable, decarbonised economy.
The accepted eligible expenditure of the project must be at least 20,000€ and at most 85,000€.
- Staff expenditure (contracted or newly hired) dedicated to the project.
- Contracting of services to third parties.
- Investment in materials and equipment, with a maximum of 50% of accepted eligible expenditure.
- Other expenditure related to project execution.
- Cost of the justification report by a statutory auditor (maximum eligible cost 1,500€).
Projects may be carried out between the application date and 30 June 2027. No extensions to this period will be granted.

The maximum total aid will be 50,000€.
An advance of up to 80% of the grant may be requested once the award decision has been received, without providing guarantees.
Execution period
Projects may be carried out between the application date and 30 June 2027.
No extensions to this period will be granted.

Minimum total score: 250 points.

Procedures
- Sol·licitud: Grant application: according to the standard form on Canal Empresa (canalempresa.gencat.cat).
- Resolució: Decision: notification by publication on the e-Bulletin Board (tauler.gencat.cat).
- The beneficiary may submit a single request for an advance of up to 80% of the grant awarded once the award decision has been received, without providing guarantees.
- Justificació: Justification: according to the standard model on Canal Empresa. Modality: justification account with auditor's report.
- All procedures require electronic signature and electronic processing.
Required documentation
Grant application:
Technical project report according to the model available on the ACCIÓ website; Complete and detailed budget; Declaration of aid received under de minimis for the current financial year and the two previous years; the rest according to models on the ACCIÓ website.
Justification documentation
In addition to the documentation set out in base 13.5 of Annex 1, when submitting the justification the following must be attached to certify performance of the action according to the type of expenditure:
- Studies (market, sectoral, valuation): copy of the study.
- Plans (business, strategic, marketing, financing): copy of the plan.
- Advisory services: copy of the report or memorandum; if no report, alternative documentation (meeting minutes, adviser report with actions and hours).
- Events: report with participating companies and supporting material (brochures, photographs).
- Training courses: programme and attendance certification.
- Trade fairs: report on attendance and supporting documentation (photos, catalogues, programme).
- Staff: monthly time breakdown per task (ACCIÓ model), signed by the legal representative and the person responsible for execution.
- Dissemination actions: report and supporting material.
- Prototypes: report signed with digital certificate identifying use of the elements; declaration by the legal representative that the prototype will not be marketed.
- Asset acquisition: invoice and proof of payment. Leasing: contract with purchase option, invoices and proportional guarantee until exercise of the option.
