What is funded?

The implementation of growth and new business opportunity projects, consisting of:

  1. Strategic change business projects (line 3.1): preparation of a business plan for a new business opportunity for the company, by ACCIÓ-accredited providers.
  2. Structural change business projects (line 3.2): implementation of the actions defined in the previous business plan to turn the new opportunity into a business line.
  3. Talent attraction business projects (line 3.3): net creation of qualified jobs linked to the submitted business plan.

Who can apply and requirements?

Companies located or in the process of locating in one of the beneficiary municipalities of the Nuclear Transition Fund, legally constituted at the time of application and carrying out an economic activity.

Communities of goods and civil societies with mercantile or professional purposes are also considered eligible beneficiaries.

Note: for lines 3.2 and 3.3, applicants must have previously completed a strategic change project (line 3.1) or have a robust business plan for the new opportunity.

Application period

From 09:00 on the day after the Resolution is published in the DOGC until 14:00 on the date established in the 2026 call.

Eligible actions and expenditure

1. Strategic change business projects (line 3.1)

  • Advisory service for the preparation of the business plan by ACCIÓ-accredited providers (areas: strategy, corporate finance or shared value, depending on type of new opportunity).

2. Structural change business projects (line 3.2)

  • Acquisition of machinery and equipment (new assets; second-hand items require a vendor declaration and independent appraiser certificate).
  • External expenditure linked exclusively to the new activity (prototypes, simulation tests, best practice studies, certifications, homologations, software or similar).
  • Specific external training expenditure for staff to adapt to the new activity (not applicable to usual business activity).
  • Internal staff expenditure dedicated exclusively to implementing the new activity (excludes time spent on usual activity).
  • Cost of the justification report by a statutory auditor (100%, maximum €1,500).

3. Talent attraction business projects (line 3.3)

  • Labour cost for the first 12 months of newly hired qualified staff (gross salary + employer's social security contributions). Severance pay, allowances and travel expenses are excluded.
  • Cost of the justification report by a statutory auditor (100%, maximum €1,000).

Aid intensity and amount

Advisory service: 75% of accepted eligible expenditure, maximum €30,000. De minimis Regulation.

Maximum total aid per project will be 210,000 euros.

Only expenditure linked exclusively to the new activity. Not applicable to the company's usual business activity.

3. Talent attraction

Labour cost first 12 months: 75% of accepted eligible expenditure, maximum €50,000 per person hired. Auditor's justification report: 100%, maximum €1,000 per project.

Maximum total aid per project will be 201,000 euros.

Execution period

  • Strategic change: from 1 January 2026 to 30 June 2027.
  • Structural change: from the application date until 30 June 2027.
  • Talent attraction: from 1 January 2026 to 30 June 2027.

In all three cases there is no possibility to request an extension of this period.

In all cases the minimum score that a project must achieve to obtain the requested grant is 250 points out of a maximum of 500.

Procedures

  • Sol·licitud: Grant application: according to the standard form on Canal Empresa (canalempresa.gencat.cat).
  • Resolució: Grant decision: notification by publication on the e-Bulletin Board of the Generalitat de Catalunya.
  • This line falls under the de minimis Regulation and Regulation (EU) No 651/2014 (GBER).
  • The beneficiary company may submit a single request for an advance of up to 80% of the grant awarded once the grant decision has been received, without providing guarantees.
  • Justificació: Grant justification: actions covered by the grant must be justified within the period set in the grant decision, according to the standard form on Canal Empresa.
  • Justification modality: report by a statutory auditor registered with the Official Register of Statutory Auditors (ICAC).
  • For grants over 30,000 euros, comply with payment deadlines under Law 3/2004 on late payment.
  • All procedures require electronic signature and electronic processing.

Required documentation

Grant application:

Project technical report; Complete and detailed budget; Declaration of de minimis aid received in the current and previous two fiscal years.

Strategic change (3.1): company strategic plan; at least 3 quotes from ACCIÓ-accredited providers (areas: shared value, corporate finance or strategy).

Structural change (3.2): business plan for the new opportunity to be implemented.

Talent attraction (3.3): business plan for the new opportunity to be developed.

Justificació: Justification: full copy of the business plan (including annexes); invoices and proof of payment; monthly staff time log (if applicable). Electronic processing and signature.
