VeriFactu requirements: SIF, QR, hash and the responsible declaration

The RRSIF asks for an invoicing system (SIF) with standard records, a chained hash and a QR. The AEAT does not publish a program list. Two modes; both can comply.

The short answer

VeriFactu software requirements are not a badge and not an Agency exam. They are the RRSIF (RD 1007/2023) rules for the computerised invoicing system: standard records, a chained hash and a QR on the invoice. Conformity is shown by the manufacturer’s responsible declaration.

There are two modes. VERI*FACTU remits records to the AEAT. NO VERI*FACTU works locally, signs electronically and remits if asked. Both can comply. The AEAT does not publish a catalogue of programs.

What is a SIF, and why is “an invoicing program” not enough?

SIF is the computerised invoicing system. The RRSIF talks about that system, not a pretty PDF and not a folder of issued invoices.

  • The SIF is the software (or set of programs) you use to issue and record invoices. The duty comes from art. 29.2.j of the LGT and is spelled out in RD 1007/2023.
  • A store of PDFs, a spreadsheet or the [Facturación](/producto/facturacion) inbox is not, on its own, a compliant SIF. It is something else. At Vacly, Facturación is the inbox.
  • The system must produce the billing record when the invoice is issued, not “when there is time on Friday”.

  • We do not invent extra encryption layers or a specific algorithm beyond the chained hash the regulation requires.

What do they ask for in practice: record, chained hash and QR?

Three pieces show up in almost every question. They are not a commercial bundle. They are the minimum the RRSIF makes visible.

Billing records

Each invoice produces a standard record. That is the data the system stores and, if required, remits. It is not the PDF you see.

Chained hash

Each record is chained to the previous one. If someone alters one, the chain breaks. We add no extra crypto detail beyond what the rule publishes.

QR on the invoice

The invoice carries a QR code so it can be checked. The QR is not a brand logo and not an AEAT badge.

VERI*FACTU or NO VERI*FACTU: which one “complies more”?

Neither is a prize. They are two planned ways to meet the same regulation. Choosing badly because of a headline is expensive.

  • VERI*FACTU mode: the SIF remits records to the AEAT on an ongoing basis. The client can check the invoice. That is why the Agency uses that spelling.
  • NO VERI*FACTU mode: the SIF does not remit continuously. It works locally, applies an electronic signature and keeps the records. It sends them when the Agency requires them.
  • Both modes require records, a chained hash and a QR. “I do not remit” does not mean “I can use a spreadsheet”.
  • Vacly does not claim that it already runs in VERI*FACTU mode or that it remits records. Do not turn Fiscal into that mode.

Where is the AEAT software list?

It is not there. That is the answer you need to be able to say out loud. Anyone selling “we are on the list” is selling a list the Agency does not publish.

  • The AEAT does not publish a catalogue of programs with a mark. There is no official page where “your software appears”.
  • The planned route is the manufacturer’s or seller’s responsible declaration: the party that builds the SIF declares that it meets the RRSIF.
  • Ask for that declaration. Read the date and the scope. A logo on a website does not replace the document.
  • Vacly does not present itself as a program with an AEAT badge. We do not sell that sentence. Fiscal does not certify anyone.
  • If a salesperson says “certified by the tax agency”, ask for the document or stop. The badge is not sold inside a tax SaaS.

What is not a requirement of this regulation?

Mixing SIF with format, territory or another channel produces useless purchases. Each name has its own article in this series.

  • It is not being in the SII. Anyone who already reports through Immediate Supply is generally outside this duty.
  • It is not TicketBAI or Navarra’s foral system. Different territory, different rule.
  • It is not filing the 303. [AEAT forms](/producto/fiscal/modelos-aeat) and the [tax summary](/producto/fiscal/impuestos) are the tax period, not the SIF.
  • It is not a penalty figure we put here. The law provides for sanctions; you read the current amount on the electronic office, not in a post.

Does Vacly cover these requirements?

We do not claim that. That is the honest sentence. Fiscal organises the flow; it is not the responsible declaration and not the sending to the Agency.
